Management of municipal energy
The Directive 2006/32/CE on the efficiency of end use of energy and energy services and its future transfer to Spanish legislation aims to promote the energy efficiency and energy saving and the energy from renewable sources. All these aspects are a necessary vehicle for sustainable economic development, reduction of emissions of greenhouse effect gases and guarantee the security of energy supply.
The directive will establish next national goals and indicating priority actions to achieve its purpose. The plans and goals that affect public buildings include:

Objective of energy savings in 9% for 2010 (with energy management measures) and 20% for 2016 (with maintenance and equipment renovation).

Designation of an Energy Manager for each of the buildings over 1,000 m2 that will be responsible for optimizing energy consumption of installations and electric and thermal equipment and lighting of the building.
The management service aims to improve municipal energy efficiency of municipal buildings and achieve real savings in energy bills with or without investment through the following actions:

Analysis of contracted energy rates. Change of the rate in the free market. Change of the contracted power.

Monitor of monthly energy consumption of buildings

Comparison of annual energy consumption and CO2 emissions in order to detect possible deviations and suggest improvements.

Execute a program of operation of the energy consumer devices and equipment.

Establish goals and feasible real savings

Communication and awareness campaign to promote energy saving in buildings addressed to users

Creation of bimonthly reports on the different variables that affect energy expenditure of municipalities
This service would complement the service for the negotiation of joint municipal power supply
